Needs to be checked: It needs to be evaluated as the rash is there can be few causes of this.Have you used any cream or ointment.See your doctor or a dermatologist
it could be a bug bites, skin infection like impetigo, sometimes the bug bites get infected as well.

Allergic reaction?: An itchy rash on chest, arms and neck could be due to an allergic reaction. If it suddenly occurred overnight, it is is possible that is is due to a reaction from something in the bed like bed bugs. Try OTC antihistamines (zyrtec, allegra) to see if rash resolves. If not, please see primary care provider.

Different causes: There are different causes of this type of rash includung allergy to foods, medications, etc. Have a physician or dermatologist evaluate the rash if still present. In the meantime if you're uncomfortable you could take Benadryl (diphenhydramine) for the itch but be aware that it can cause drowsiness. Claritin is less effective but does not cause drowsiness.

Yes: Viral infections can lead to a pharyngitis (sore throat) and a rash ( viral xanthem)  that is sometimes itches. Alternatively, is drug reaction can cause your symptoms. Most concerning is that sensation of a swollen throat when eating- discuss with your doctor, your symptoms and the specifics of your case today.

Itchy palate: It could be allergies. Have you been treated for or diagnosed with seasonal allergies or an allergic reaction to certain meds. Gilberts syndrome does show the potential for itching w/o rash. I woulod consult your physician to determine if any further testing is necessary if it is something that happens frequently.

Try HC cream: Without seeing the rash it's hard to tell what caused it, but it's likely an allergic or irritant reaction. Try Hydrocortisone cream, which is available without a prescription. If that doesn't work you'll need to see a dermatologist.
