No: Very common for men to have been left with some excess (redundant) foreskin after neonatal circumcision. Just like uncircumcised men, as long as foreskin is retractable (no phimosis) and with good penile hygiene, there should no related sex problems.

Adhesions or ?bridge: Foreskin can remain attached to glans by adhesions if was never retractable.  Penile skin bridging is a complication of circumcision where circumcisin scar is attached to glans abraison &amp; this "skin bridge" becomes epithelialized. In which case remaining foreskin &amp; glans skin have grown together. Worth seeing a urologist to take care of this.

It's grown together: Sometimes the foreskin can begin to stick to the glans.  This often starts in childhood.  Gentle stretching and retraction of the foreskin will sometimes help in the younger years, but at your age, it is likely you should see a doctor to determine if stretching is still an option, or if a surgical procedure of clipping the attachments is needed.  This is not a circumcision, but a small clipping.
