Yes: Most traumatic rib fractures cause chest pain and 'rib pain' but 'upper 'rib fractures T2, T1 can cause neck pain.Also if the diaphragm has been injured or if you have 'bruised ' your collarbone neck pain is common as pain can be referred there or muscle attachments can be affected. It's possible:  it could've change your mechanics of the way you use your shoulder. Another thought is that whatever caused the accident and the rib fractures could have also injured your shoulder and that is why you developed the bursitis.
