A variety of underlying conditions can cause this, including trauma and nerve irritation, though often none are found. This is ofter accompanied by pain/discomfort. Neck injuries may result in the condition, and tumors in the neck and cervical region may produce it.

A crick n the neck leading to spasm and shortening from spasm can also be called torticollis so the answer to your question is a technical yes. Ibuprofen helps for spasm and physical therapy and stretching help for true congenital torticollis.

Hard to say: Some use the congenital label to imply it as present near birth, while others do for those  with anomalies of the spine that will always be present. The majority of 1-3 mo babies that have it had one neck muscle stretched during delivery and that muscle spasms down and shortens. That form  can gradually improve with therapy.Please clarify the issue with your doc. Outcome will differ with cause.
