Common allergy: Cats are a common source of allergens which elicit allergic symptoms in many sensitive people.  In fact, “This protein is contained in skin cells, urine and saliva, and triggers an allergic reaction. Dander is dead skin cells that are regularly sloughed off and replaced by new skin cells. All cats produce dander, but not all people are allergic to it.” (Excerpted from PetMD).

Yes: Most times these are known as "allergic shiners" because of chronic inflammation in the sinus passages. It might not necessarily be due to the cat/dog, but could also be due to the pollens they bring into the house if they are in and out. Also remember that mold and dust mites can also be allergens. See an allergist to get the little one tested.

Get your eye checked: Your eye tears up because something is irritating it and tries to wash it out with tears.  Maybe something got into your eye or something you used on your hands and you wiped on your eye.  Either way, i would flush it in water for a few minutes and see if it helps.  If not, it needs to be examined.  My have an infection that needs to be treated.

Yes: Your cornea is damaged, but good news is that cornea repairs very superficial layer damage.
Your symptoms might improve by tomorrow, otherwise go to urgent care.

I don't like it.: I wasn't that worried until you started describing the forgetfulness and trouble producing words in speech.  This, along with the spinning feeling and headache, could be describing a brain event, such as a hypertensive-type stroke or hemorrhage.  You need to be seen in an Emergency Department immediately.  Your symptoms have me very concerned.  Please go to ED right now!!

Inner corner? : Called the caruncle is usually a little pink, if itches can use over the counter allergy eye drops, zaditor (ketotifen) or alloway. Redness may be due to dryness, try artificial tear drops as needed.

It would seem so: You described allergic symptoms in response to a similar stimulus ( the cat). You have two choices, avoid cats or start using allergy medicine when you know you'll be around them.

Just avoid Visine: Visine-like  drops should be avoided...In cats or dogs or humans...My recommendation---Do not use Visine-like products
