Give it rest: Give it a week or so to recover.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Here are some ...: If you're indeed 22 with a penis but you could have not felt it, I advise you as q 22-yr man to a comprehensive evaluation by reviewing detailed general medical/  surgical Hx, lifestyle, sex orientation/behavior, drug uses notably those for anxiety, depression, steroids, etc., conducting detailed physical exam, and testing hormonal profile in addition to considering psychiatric consultation.

Yes. : If you are passing such a little stone.. all symptoms you describing are common. You can even see little blood in urine as a result of " scratch" injury if urethra on stone passage. . If you not able to pass stone/ symptoms lasting..  check with your MD in next 2 days.

Phimosis: Needs to be corrected otherwise u can't clean under the foreskin. Options are prescription strength steroid cream tike betamethasone, triamcinolone or kenalog applied twice daily to stretched foreskin twice daily for 2 - 3 months, circumcision or prepucioplasty (foreskin retaining procedure). Circumcision is the definitive treatment. Best 2 consult with a urologist.

that cant be true? is it really that small?

15 is a lot of cm!: Hard to find good, consistent info on penis sizes, but several doctors on HealthTap have offered opinions. It looks like the average erect one is 5-6 inches, so if one is worried about being less than 4 inches, he can talk with his doctor. When non-erect, perhaps under 1.5 inches would be small. In the end, function will trump size.
