Yes: Skin cancer, in any of its varieties, starts in the skin. There are similar cancers that can start in other sites but they would not be called skin cancer. Also, other cancers can spread to the skin but again, you don't call it skin cancer. The cancer is usually named by its place of origin.

A sore that does not heal can be a sign of squamous cell cancer.

Talcum unlikely prob: Studies show that talcum powder, which is a silicate like asbestos, is not likely to cause ovarian cancer. Studies investigated the introduction of talc on talc dusted diaphragms and condoms and concluded that it was not likely the cause. Correlation, not causation. The USPST recommends women get their pap smear and genetic testing and because HPV is associated with cervical cancer. See OB/GYN.
