Not likely: If he was okay for year after hernia surgery, then that is not likely to be the cause of diminished sexual activity. How old is your partner? Does he have any other health issues? It would help to consult a doctor for an evaluation as there are many causes of erectile dysfunction.

Yes it may be normal: It is not unusual to still have pain in the area of Inguinal Hernia Surgery.I will advice to wait another week before you masterbate or have sex.Talk to your surgeon at the Post Op visit.Did you have Leparoscopic Surgery or open inguinal hernia repair?Z

Yes: Groin (inguinal) hernias remain one of the most common operations performed by general surgeons such as myself.  Traditional teaching was to repair all of these due to the risk of intestine getting stuck in these.  Nowadays, we recommend repair for those that are causing symptoms or large enough to lead to the above complication.  Like any exertional activity, sex is fine if you have no symptoms.

Yes: But not right immediately after surgery. Please follow up with your surgeon and let him /her tell you when to resume normal activity. Early heavy activity may displace mesh or disrupt the repair.

Hernias are less common in women than in men.  I would be skeptical that intercourse would result in a hernia.

No. Makes it show up: Strenuous activity like lifting, pushing pulling are all things that "push" on a hernia. If a small hernia existed, these activities will make it become more noticeable with time.

No: Vigorous sexual actvity could aggravate a preexisting hernia but i doubt it would cause one.  I have been doing hernia surgery since 1970 and no one has yet to claim that is how the hernia occurred.
