Yes: However, it does depend on the std.  It can be spread from the serum of vesicular lesions (herpes) or other "open" lesions (syphilis).  Yet others do not need to have this fluid to transmit the disease (hpv) and others will be more internal, and seepage will occur through the urethra (chlamydia).  In summary, know what you/your partner may have and take all the necessary precautions.  Be safe!

Dysphagia: I would recommend that see an Ear, Nose and throat specialist.  They can evaluate if the nature of the problem comes from the throat area or further down from the esophagus.  At that point, the ENT will likely refer you to a gastroenterologist.

Herpes: Herpes is a virus that gets in through cracks in the skin or mucus membranes.  Generally, it would take a lot of saliva with virus in it for you to contract the virus. Thus, a small droplet of saliva would not contain enough virus for you to get infected with it.

Yes: the most common cause of "cold sore" is herpes virus.  The virus can be transmitted by sharing drinks, utensils, or exposure to saliva.  These behaviors should be avoiding and frequent hand-washing be practiced to avoid infecting others.

Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

my lips are cracked, someone was talking to me and i felt a speck of saliva hit my lip. am i at risk for catching anything??

: The chances of catching any disease in this manner is extremely small to non-existent. To further decrease your risk, you could cover your lips while out in public until your lips heal. Putting a petroleum based lip balm on your lips will also help protect your lips while they heal and will prevent the cracking to begin with. Good luck to you!

Blood exposure: Blood can carry disease &amp; spread to another person. The other person would first have to have an active contagious infectious disease like hepatitis b, hepatitis c, or HIV.  If you know the person, you can ask about their medical history. Even then the  transmission is unlikely. Being vaccinated provides protection from Hepatitis B.  Option to test for Hepatitis C and HIV &amp; consider treatment.
