Unlikely: It's unlikely that you will get west Nile by killing a Mosquito. West Nile can only transfer to your body if Mosquito bites you.

No: Our ability to prevent viruses if limited, although vaccine is the best method we have.  The cdc reports a vaccine is being worked on.  In the meantime they have a website that discusses how to prevent mosquito bites.  For how it is the only effective prevention.

Severe wnv infections have decreased in the past 10 years.

West Nile virus is transmitted by a mosquito and in most cases is asymptomatic. 20% get rash / fever.   Encephalitis is rare.
