The more you swim in the sea the better you become at avoiding doing that. Cooling: Any cool water will cool your scalp. There are better remedies for scalp flaking and you will not smell like a salad.

: The "risk" for wearing contacts while body surfing is the potential loss of the contacts...if you are able to see shapes without the contacts in place, it would be a better practice....change your contacts and cleanse them after surfing if it is uncomfortable with reduced vision to surf without them.

Ameba: Contaminated water can make you exposed. City water is usually chlorinated and treated to prevent exposure of ameba, however, water related outbreaks happen outside of the us. Ocean water doesn't contain ameba.

Water allergy?: Some people have allergy to water! or, more likely you could have dry skin. Use a moisturizer, preferably a cream over a lotion. Avoid aggressive soaps.

Rash: The rash may be from exposure to sand or something in the ocean waters that causes irritation .  Apply sunscreen before exposure  . Also apply a soothing body lotion after exposure.
