Yes: Spinal stenosis can lead to these symptoms and postoperative spinal changes can as well whether related to "scar tissue" or not.  This causes symptoms from buttocks down to feet.  If symptoms are going up leg from feet it may be a neuropathy or related to nerve changes in leg rather than in spine. You can have this evaluated and an emg/ncv or nerve test may help to distinguish source.

once a laminectomy is preformed due to spinal stenosis, can it come back? if so, how since the bone is removed.

Yes: Stenosis is often due to overgrowth of bone or "bone spurs, " in an arthritic spine. When a decompression surgery such as a laminectomy or laminotomy is done this overgrown bone is removed, but that does not stop the bone from growing. Bone grows very slowly but bone spurs may grow back and causes stenosis to return at the same level. You may also develop stenosis at another level.

Pinched nerves: Depending on how severe the nerves are compressed, spinal stenosis just means narrowing of the spinal canal from any- and all causes. Some people have terrible symptoms when standing and walking due to bone spurs; other patients can tolerate it just fine; despite bigger spurs... A good ortho spine doc can look at the scans for you and determine the best course of action.

i was told that i have a lumbar collapsed disc and its just bone on bone and the spurs are bad. what is the treatment for that? can i avoid back surgery? also spinal stenosis as well?

: Not feasible to assess surgical risk based on provided data.  Generic conservative approach involves physical therapy, acupuncture, stretching,  McKenzie Back Exercise program, possibly swimming, but minimal use of braces and pain medications.  Consult a spine surgeon for an opinion.  Avoid surgery unless pain is unbearable, there is progressive weakness and atrophy, urinary issues, or instability

i am assuming you are talking about cervical. The canal diameter that you mention should be addressed depending on your symptoms. The surgery is mainly to take pressure of the spinal cord.

Still pinched nerve: What is missing is complete history and in your case, more importantly, your exam. An emg/ncs by Rehab Dr. or Neurologist may show which nerves. MRI performed with flexion/extension films may show different results. MRI not perfect. They are a picture. You are more than a picture.
