Possibly: Both xyzal (levocetirizine) & zantac have anti-histamine effects & may decrease or eliminate a mild reaction to nsaid. However, this can be dangerous. Repeat exposures to something you are allergic to can be more severe, including breathing & swallowing difficulties, swelling of the face, lips, tongue or mouth. 6 classes of nsaids exist; you may not be allergic to other NSAID classes.  An allergist may help a lot.

Cortisone cream: Retinol can cause dryness, irritation and burning. Stop using the product, apply Hydrocortisone cream and moisturizer that contains no glycolic acid or retinoid (ie: 
cetaphil, cerave, aveeno). You may need a stronger prescription topical steroid from your doctor if the Hydrocortisone doesn't help.

Should be evaluate if any systemic symptoms such as fever, vomiting or focus of pain.

Would not advise it: it may be wise you're not to do the tattoo. If you wish to pursue your choice you need to see a dermatologist who can skin test you to see exactly what metals you may be allergic to. A lot of people are allergic to nickel, but a dermatologist can clarify this.

Unlikely: These are not likely to make you allergic but birth control may make you more photosensitive and prone to irregular pigmentation.
