No: Small thyroid nodules and cysts are common in the general population, especially women over age 40.  These cysts usually have no clinical significance, and are too small to cause any symptoms.  A 9mm cyst is the size of a pea.

UNKNOWN CAUSE: It doesn't seem all that likely that a nerve in the neck is the source of dizziness. Getting up suddenly can do it ordinarily. But you haven't described the dizziness well enough to zero in on it. See your dr and get a diagnosis.
Then you'll be in a position to fix the problem.

Dizziness again: My least favorite symptom is dizziness because it is a vague non-medical term meaning many different things to different people. Head heaviness and neck tightness however are not vague--they are common symptoms usually due to either a muscular problem (including stress) or structural problems of the spine. Try simple stretches of the neck etc, if this doesn't work out in a week, get it checked.
