Neck pain is: definitely associated with headache (so -called "tension" headaches are often due to neck muscle spasm. Dizziness is less common but certainly is "associated"

Yes: Usually you have inner ear issues but occasionally  the vertebral artery can be compressed by spurs in the neck can  lead to these symptoms.  Ct of the cervical spine or  MRI would be helpful.
