Nebilet is Bystolic (nebivolol): Nebilet is a beta blocker medication from the uk it is known in the us as bystolic (nebivolol).  I couldn't find a medication called nabila. Could you have spelled that wrong?

Probably OK: To take a low dose pill, u need to ask the doc who has u on the diruretic, if u are going to take a pill i rec loloestrin, only 10 mcg estrogen the lowest combo pill.

Safe medication: For a young healthy person a short course of over the counter medication is unlikely to be harmful. The other side of that, though, is that most OTC meds aren't very effective. For a serious cough a prescription medication might be best, but if the cough is minor you're better off to try home remedies. Provigil: Provigil is used to treat excessive daytime sleepiness and works for about 12 hours. So you would take it usually when you get up each day. It is unlikely to significantly raise your blood pressure; quite rarely it could raise it a little and your blood pressure meds may be adjusted.
