Not Messed Up!: The cause of pearly penile papules (ppp) remains unknown. It is reported to occur in 8-48% of men. It is not related to having a circumcision. In fact, ppp are observed more frequently in uncircumcised men. Interestingly, in uncircumcised men with ppp who under go circumcision later in life, regression of the papules is commonly seen. See a dermatologist: Throw away the polysporin. It is useless and often causes allergic reactions. Begin with a definition of whatever you have. The most reliable route to this is through a skin specialist.

If your Piercing has: become infected, you want to take it out and see a doctor, hospital ED, or walk in clinic to have the infection treated. Allow the  piercing to close and give the site a few months to heal completely before having the piercing redone. 
If you try to continue the ring will never allow the infection to clear and you risk spreading infection and the scarring and sloughing of the tissue in that area.

Treatment: Pearly penile papules are benign. Unfortunately no effective topical cream/ointment treatment. There has been some success with laser treatment but is considered cosmetic 
and not covered by most insurances.

Pearly penile papule: Children, both male and female can have build up of epithelial cells, oil and debris under the foreskin in male or between labia in females is smegma. between labia in females. Cleanse area daily with a washcloth and very mild soap to remove debris.  Avoid pulling back foreskin forcefully. Slow gentle retraction of foreskin daily in infants will allow full retraction  by about 2-3 yrs.
