Not necessarily: Sun exposure increases the risk of skin cancer, however most people do not get skin cancer. You may wish to use sun screen to avoid sun burn.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Blister : Yes even one blistering sunburn may  increase ones risk of developing skin cancer.

Not really: There is a linkage to repeated sun damage, particularly prior to puberty.One episode is not going to do it but will hopefully remind you that sunblock/headware is a a simple and inexpensive way to help avoid it.

Hard to predict: It is well known that sunburn and excess sun exposure increase the risk of skin cancer. he lifetime risk of skin cancer is 20% and it is estimated that by age 65, 40% of individuals will have acquired at least one lesion.  Fortunately, most of these are not melanomas, which carry the worst prognosis. I recommend using sunscreen on a regular basis to minimize further risk and avoid tanning booths.

Repeat sunburns bad : Repeated bad sunburns lead to a higher chance of getting melanoma skin cancer. Although the rarest skin cancer it is potentially the most fatal skin cancer. Most adults with a long history of heavy sun exposure will start to see the common basal cell skin cancers developing around age 60. Those are almost always cured with a relatively simple excision.

Sunburn : It is difficult to know precisely how many sunburns it takes to develop skin cancer.  We do know that the more sunburns in a lifetime the more likely one is to develop skin cancer.

Even if you don't : Burn easily, that does not mean that you don't have potential to develop skin cancer. Protect your skin from solar damage.

Tips: More sunscreen ( Most only apply 25-50% of the recommended amount of sunscreen. Use full ounce). Apply every 2 hrs when swimming or sweating. Apply 15 min BEFORE going out. SPF at least 30 (blocks 97% of sun's rays).

i seem to get about 1 sunburn per year even though i always wear sunblock. does this make me high risk for skin cancer or is 1 a year pretty average?

Here's what to do: I'm glad you're aware that you're at a real increased risk. Have somebody (partner, physician) keep a VERY close eye on your skin. Get all suspicious lesions removed. Doing this faithfully is an extremely effective way of preventing death from skin cancer. And keep using your sunscreen.

Avoidance of the sun: The best prevention for skin cancer is sun avoidance.  Uv light has cumulative effects on skin cancer risk (i.e. The more exposure the higher the risk.)  long sleeve shirts, long pants, wide brim hats are best.  Next would be a good quality sunscreen with a  minimum SPF of 30 applied every one to two hours.
