Folliculitis?: Pubic area folliculitis is often triggered or made worse by shaving, but shaving sometimes has nothing to do with it. Your skin might be colonized with staph or strep, for example. Discuss with your doctor:  an antibiotic cream might help, or even an antibiotic by mouth. Good luck!

: Genital warts are surface dwellers, whose roots don't reach deep enough to blood vessels to trigger the normal immune response to viruses. That gives them the two or so years it usually takes for your immune response to eventually kick them out. In some cases they persist much longer. They can be removed for you (frozen, laser, chemicals).

Maybe normal skin tags, which can become more prominent with sexual maturity, which presumably is fairly recent since you are only 18. If shiny pink and some bumps have dimples, maybe molluscum contagiosum, but that's usually sexually acquired.
