No: While kegel exercises help you tone the muscles that control the outflow of urine from your bladder, they don't cause you to incompletely empty it.

Bladder infections are caused by bacteria in your vagina with its close proximity to your urethra gain entrance into the bladder (for example during intercourse).  So one thing you can do is void after sex. Also try taking cranberry extract regularly.

Although the pelvic floor muscles strengthened by these exercises are along the outside of the vagina, they are unlikely narrow the vagina when they are not being "flexed" with the kegel. See your doctor if sex becomes painful or you are concerned!
