No: While kegel exercises help you tone the muscles that control the outflow of urine from your bladder, they don't cause you to incompletely empty it. Bladder infections are caused by bacteria in your vagina with its close proximity to your urethra gain entrance into the bladder (for example during intercourse). So one thing you can do is void after sex. Also try taking cranberry extract regularly.
