No: Water can go up the nose but cannot get into the brain unless there is a break in the bones of base of the skull. The openings in the cribriform plate are plugged with tissue and water can not traverse that in an otherwise healthy person.

Triangle of death: Amazing you know about it. It is rare. If your nose wasn't infected to begin with and you only pulled hair it is unlikely. If you keep irritating the area by touching all the time, however, it could get infected. So, don't!

Definitely something: However, the fact that you can write a well structured question which also  describes symptoms spanning 7 weeks, makes a brain infection (an encephalitis) unlikely. Certainly, if you suffered an infection, a post-infectious  syndrome that includes weakness and fatigue, can occur and may take a long time to resolve.

Sorry to hear that: Unfortunately, encephalitis contracted from any source (ticks, mosquitos, etc.) can result in neurological dysfunction.  If you were treated for the appropriate tick illness, there should not be any remaining infective agent, but it is possible that your immune system may be slightly disrupted.  See you doctor for a reevaluation.
