i've had a slight dull ache on and off for several months near my rib cage on the right side - i've had blood work that shows normal  levels and an ultra sound that indicated a slight fatty liver - i have no pain or feel ill at all  -  what could it be?

On right managment: Your doctor is doing right thing,  in managing your problem . If you are not an alcoholic, substance abuser,  have no hepatitis, and no symptoms,  don't worry too much  but needs follow up  ( let your doctor worry ) , watch your medications have good dietary habits , vitamins, exercise   & your physician fallow up.

1 month ago i became ill, had pain under rib, and vomitting, ct scan said liver was unremarkable, but blood test said my enzymes were high? am i okay?

Likely okay: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, you may need to get the blood test done again to see which way the enzymes have gone. If you are feeling okay, you may wait for your next appointment with your doctor. 
An unrelated suggestion, take HPV vaccine.

my mom is having severe neck and back problems. what can she do? my mom has been ill with heart problems, emphasema, liver problems, and high blood pressure. her doctor has quit seeing her. she was told not to take over-the-counter medication.

She : She needs to find a new doctor as soon as possible. In the meantime if her pain is unbearable she can present to a walk in clinic or urgent care for help. 
With her medical issues she needs to be under the care of a physician.

Something needs f/u: more details would be very helpful but am guessing something was a little 'off'.  not too off cause then they would have started a lot more investigation sooner - but just something to be followed up on.  let us know how the next bloodwork turns out.

: Nearly all chemicals are excreted by the kidney or metabolized by the liver and  then excreted through the bile. Larger particles which may not be degradable are captured/engulfed  by the Reticuloendothelial system(RES) of the liver and the spleen and slowly degraded.

Liver Disease: You allude to some of the potential causes. Alcohol is right up there. Non alcoholic fatty liver disease, many other causes need evaluation with labs and you may eventually require a biopsy to nail it down.
