Calf cramps: It appears that your calf muscle in that leg is irritable. Absence of swelling and tenderness would make phlebitis unlikely. Do you have obvious varicose veins there which can cause some lower leg congestion?  Tightness of the calf muscle may be the problem and stretching the calf daily may help. See your MD as needed.

Sounds muscular: The fact it involves only certain weight bearing activities suggests that it is muscular issue, most likely pulled or strained muscle.  If it was stress fracture, it would hurt most likely with all weight bearing activities & would present like a shin splint in the front of leg, not where the bulk of the muscles are found like the calf.  See your doctor for evaluation & treatment if painful enough.

If the supply is not adequate their can be painful spasm; and if metabolites from heavy activity are not removed there can be spasm. Other causes can be a trapped nerve root irritating the muscle. Some people have greater likelihood of spasm due to underlying genetic causes.
