Various causes: Hemorrhoids, pinworm, anal fissure, anal/rectal cancer, certain foods/drinks (eg with caffeine), psoriasis, stds, localized allergic reaction, others, can cause anal pruritus (itching).  Symptoms that persist beyond a few days would benefit from evaluation.

Emergency ? !: Bleeding as you describe may be due to a local process like an anal fissure but may also be life threatening depending on its source further up into the GI tract.  Consider your age, risk factors, underlying medical conditions, drugs you've taken (particularly blood thinners, anticoagulants, nsaid's, aspirin) -- you are best served now by going to the er & getting checked out & treated.

At your age: Its may be a hemmorroids, or tear in the skin called a fissure.  As you age it could point to colon cancer and if you have a strong family hx it's not impossible at your age though very rare.  Try to reduce constipation by using MiraLAX (polyethylene glycol) and go in if it's heavy, i may be missing something. Gd luck.

It depends: I am assuming by anal you mean anal sex. If it was done gentle with enough lubrecant, and the size of the penis is within normal limits, the pain should be very minimal and should go away in very short time.

Be gentle: Pain with washing but not with bowel movements usually is due to washing too vigorously and irritating the skin around the anus.  Be very gentle, do not use a wash clothe and hypoallergenic soap (if any).  If it does not improve see a colon and rectal surgeon so a thorough examination can be done.

Fissure or other: Many things can cause bleeding and pain. Is the pain associated with bowel movements? Is there diarrhea? A fissure is a tear in lining of the anus and causes pain and bleeding. Hemorrhoids can also cause both. However, this should be checked.

They could be: hemorrhoidal "tags" tiny remnants of prior hemorrhoids! If so, they will eventually go away! Sitz baths may helps and be sure to get them "checked out" at your next GYN or Family Care check up!

Get it checked: What you described is usually due to anal fissure or an external hemorrhoid, neither is a cause for concern. However, it wold be prudent to see your doctor and get it checked out.
