Hair loss: You can try Propecia (finasteride) after consulting a physician. It could help but sometimes not. Please be noted Propecia (finasteride) do have side effects. Hence without consulting a physician don't start. Hair transplantation is another viable option. You have to discuss with cosmetic surgeon.

Allergy or Chem Burn: The chemicals in hair color can be rather harsh and many people can have an allergic reaction or get a chemical burn from them. The instructions should be followed closely. If it was just burning that might be chemical but itching could be allergy. Be very cautious the next time you use it and do a test as directed since an allergy could be very serious.

Take a break: Stop shaving for a few days.  Its easy to develop a folliculitis by shaving daily, especially if you use antiperspirant.

No way to know w/out: exam. Generally, hair doesn't irritate skin because it is actually a product of skin. It would be an irritant if you had ingrown hairs, and then on top of that, inflammation or infection of the follicles. What you have is pain signaling perceived to be from superficial nerve endings that lie in your skin. http://anatomy.uams.edu/nerves_back.html. An exam is best place to start to figure out why.

Many possibilities.: You've listed four symptoms that are not usually found together. One possible common denominator (which might also explain the drowsiness and blood pressure) is a thyroid malfunction. Some (but not all) are also reported side effects of citalopram. You should see your doctor for a thorough examination.
