It's possible...: Depending on the type of std, oral manifestations may or not be present. Some stds depress  your immune system and infections in areas that are prone to infections will be affected./if your bumps are painful and don't go away  easily, consult a doctor.

See an oral surgeon: Your symptom could have many causes. A swollen mass in your mouth is never a good sign. See your dentist, physician or better yet an oral surgeon for diagnosis and treatment.

Clear bump: Does it feel fluid filled, can you "drain" it? It may be a mucoceole, which is an over active salivary gland that clogs up. Once you "pop" it, it goes away but can return. The act of oral sea may be activating the slivery glands more. But, i would see a specialist in oral pathlogy, oral surgeon, md to make sure that it isn't something more severe.

Flesh coloured lump: If it is painful, try using bonjella. IF IT DOES NOT RESOLVE IN A  WEEK, SEE YOUR DOCTOR. It could be a aphthous ulcer if painful. Inclusion cyst if pain less. if more are coming up-review with GP.

Canker Rancor: Aside from a food sensitivity or maybe a virus,it sounds like canker sores("apthous ulcers").No one knows the cause but boy,do they hurt!! And they can last a long time.Do some Googling and you'll find all sorts of home remedies.Good luck.My bias is to frequently apply a strong steroid cream.You'll need an prescription for one. Apply a lot with a Q-tip and try to keep it there as long as possible.

Never: Having an examination is never improper.  There are many anatomically normal structures under the tongue that may appear to you as unusual.  Ask your Dentist for a examination and, if required, treatment recommendations.

Likely benign: These are often just over-sized mucus containing glands of little importance. Let your regular doc or dentist look at it he next time you go in for any other reason to confirm/exclude the label. I wouldn't lose sleep over it.

If you took risks,: If you are aware that you do high HIV risk activities, you need to practice safety measures ALWAYS - condoms, clean needles, other prophylactic devices, etc. Also, appropriate testing and possibly prevention drugs.
