Infection vs ingrown: Some people get folliculitis an infection along the hair follicle.  Perhaps the barber's equipment is not clean? !  Topical antibiotic ointment can help or in bad cases,  oral antibiotics from your doctor.  Sometimes people can get a fungal infection (Tinea Capitis - google it).  Another possibility in ingrown hair if the haircut was very short.  In that case you need to keep the hair longer.

Keratosis Pilaris: If it has been there for years, then it is usually keratosis   if it is new then it could be one of many other things.  If chronic, try a moisturizing cream twice a day with a mild acid in it, like eucerin plus.  There are other keratolytic creams and lotions that will help, but there is no cure for keratosis pilaris.

Rash: This could be a rash due to irritation from the chemicals that you were using or a contact dermatitis.  Make sure that you cleaned the area well. If it continues to spread you might need treatments.

Occipital neuralgia: The greater and lesser occipital nerves live in the back of the head on both sides. The lesser nerve runs towards your ear and the greater nerve runs to top of back of your head. These occipital nerves can be aggravated without any trauma. Tilting head back can cause dizziness if these nerves are aggravated. 7 days or oral steroid or 5 days of Toradol may knock out this irritation to these nerves.

Acne keloidalis?: A dermatologist will identify and treat this. Probably a type of folliculitis. Avoid shaving or close cropping of hair this area. Might benefit from antibiotic, usually mino(doxy)cycline in low dose for several months. Shower and shampoo daily.

?Cyst: Sebaceous cyst classically  stay dormant for a while then might get inflamed on and off. Another differential is inflamed follicles especially in men can get painful after getting a haircut at the barbers or home .

Unclear: Your best bet would be to have a doctor examine you, as it is difficult to tell without seeing it in person. Sometimes bumps on the head are actually under the skin, in which case shampoo or ointments won't help. If it is on the surface of the skin, there may be topical agents that may help.
