: Any lesion that persists for a month should be checked out. May be mucocele or fibroma , lichen planus  or salivary issue .Follow up with MD (ENT -ear nose throat doctor)

: It is not feasible to provide a meaningful opinion without additional history, and physical examination. What you described suggest a mucus cyst. If the "bump" is not getting bigger, is not painful and there is no discharge, you may watch and wait. If it persists, it would be prudent to see an oral surgeon because if it is a mucocele, it may need to be excised.

Bumps upper  lips: May be Fordyce spot's sebaceous glands variants which are harmless rarely if concerning  laser is used ot remove them, ,or herpes which is infectious and can be treated wiht acyclovir- do not touch the lesions or if you do wash your hands because it can be spread by hands to fingers eyes. , or acne or  rarely  milia when keratin is trapped below the skin , very rarely cancer .f/u /w/ doc

Hard to tell: Is it itchy or painful? Were you sick? Have you had cold sores in that area before?  The only way to be sure is to have your doctor look at it.  Either way it's not serious. If it remains for over a week it was probably a cold sore.  The picture is of a typical herpes simplex cold sore.
