It sounds like a pimple with black head but there are other more serious conditions that could also be the way you have described. You need to be seen and examined by a dermatologist to be certain this is not something serious.

Boil or abcess: This abscess is draining pus loaded with bacteria, usually staph. Continue warm applications 4 times a day to continue drainage, but 
after soaks, sterilize the surrounding skin with rubbing alcohol and cover the abscess with a gauze held in place with paper tape
and not adhesive tape.

Melanin or Not.: Even though your description is vague, there is just detail to advise that the toe should be examined by a doctor. More that likely, there is nothing to be concerned about. There is a chance that it could be something more serious. Why not remove all doubt and get it checked.

Be seen: Diabetic foot problems should be seen and evaluated to make sure it is not something more serious.  Diabetics often do not have normal protective sensation in their feet which can lead to injury, infection, even necrosis.

Extraction: You can obtain a small hand instrument sold in most cosmetic counters called a comedone extractor.  This is like a rounded curve with a hole in the middle.  This is pressed on the dot you have and the oxidized plug will squeeze out.
