It is just a front: Bullies try to project an image if superiority to cover up their real feelings of inferiority. By picking on kids, they try to cover up their emotional and social  inadequacy. But their behaviors have devastating effects on the victums.That is why their behaviors must be dealt without delay and stopped. Most bullies barely finish high school, have jobs that lack skill and have criminal records.

Bully once bullied: Bullies usually have a traumatic past, are temperamentally defiant as children and develop a sense of low esteem which they project out try to make others feel lowly. Most of the time they have been bullied them selves. They usually suffer from mood disorder significantly dysphoria.

Believing the bully: Bullies often make statements about the person being bullied "you're a fag", "you're ugly"  etc. Given their power and that they often are backed up my other kids who say nothing, its common for the victim to emotionally believe what the bully is saying. There are more complicate mechanisms but this is the main one.

It depends on the: effects as far as reversing them. If your suffering from a history of bullying, see a psychiatrist for evaluation for possible medications if warranted  (i.e.: depression, anxiety), and a therapist to work on ways to cope with how you've been affected by the bad behavior of others. 
The most important thing is, is the bullying in the past, or is it ongoing?
