Knee stabilization: Exercises include straight leg lifts, laying on your back, and on your side as a good way to start. Then typically the exercises  progress to focus on vastus medialis,  quadriceps and hamstring strengthening. Avoiding leg extension exercises with weight that start below 30 degrees flexion at the knees, ( this includes squats)  as these can stress the joint.

Saggy skin in youth: Forget the screwy diet thing-its useless. The skin has been stretched or distended by fat it has nowhere to goshen the fat leaves.  Like the sagging face of starvation.  The skin will shrink some over time.  Depending on how heavy you were, stronger (heavier) muscle can fill some of the lost cushioning. More likely since you are young.  Congrats on your weight loss. Keep up the exercise forever.

it could get better on it's own but if it does not improve rapidly then it would be best to seek medical attention.

Knee muscle strength: After surgery to remedy what i suspect is patellofemoral syndrome, the focus is not to improve your knee bone strength, but to improve the strength of the muscles that stabilize your kneecap.  See physical therapy, which should include terminal knee extension exercises targeting the 'vmo' muscle. Maintaining bone mass depends on adequate calcium and vitamin d intake and weight bearing exercise.

Knee pain: There may have developed a tendonitis from running and you may have to back off your workouts for inflammation to heal. Cartilage or ligament injury are other possibilities. If resting and taking an anti-inflammatory like ibuprofen for a week results in relief of pain,try resuming lighter running schedule and build up accordingly. If symptoms recur, see an orthopedic specialist for evaluation.
