Blocked gland: Occasionally one of the glands on the surface of the eye will seal over and continue to secrete clear fluid which will make a bubble on the eye surface.  These are harmless, and will not affect the vision or the health of the eye.  Eventually most get big enough that they pop open (you will not feel this) and disappear.

If its on the eyelid: They could be cysts, though they would be painless.  Could be styes, which are certainly painful. Try warm compresses of at least ten minutes followed by lid massages.

Could be a cyst: A cyst occurs when a small break in the superficial layer of the conjunctiva happens and it heals in such a way where it causes a cyst. It needs to be removed to be cured. Draining is only temporary.

Conjunctival cyst : You R describing a conjunctival cyst, which are often small &amp; asymptomatic, but can enlarge to become quite irritating, even painful, if the cornea dries out (dellen).  They are often left alone. They can disappear. You may use artificial tears to soothe, &amp; if your eyes are itchy, try Zaditor™. If your eye is irritated, have an Eye MD take a look at it &amp; help you with additional management.

Vitreous floater: You most probably have a vitreous floater.  The clear gel that fills eyeball is normally attached to all parts of the inside of the eye.  As we get older it can become more liquid (watery) and detaches from the back of the retina causing your "dirt" floater.  This can also reult in a retinal tear or detachment  you should see your eye doctor to check the retina for this or hemorrhage (blood).
