If its on the eyelid: They could be cysts, though they would be painless.  Could be styes, which are certainly painful. Try warm compresses of at least ten minutes followed by lid massages.

More information: Are you tlaking about bubbles on the surface of your eye?  This can be caused by an infection, or by a reaction to something that got onto your eye, such as pollen.  If you have a vision of bubbles, but there is nothing on the eyeball, this is a problem with your retina most likely and both problems could be an emergency.  Please see your eye doctor asap.

Unsure?: A bublle under you eye most likely represents edema (swelling) under the covering of the white of your eye (conjunctiva).  This can be due to allergies and many other conditions.  This is usually self limited and can be relieved with cold pack, antihistamines and mild compression.  Otc vasoconstricting eye drops may help.  If there is any pain, change of vision or concern, see eye doctor quickly!

Probably benign: Not possible to diagnose without seeing it. But most likely a benign cyst of the conjunctiva, or conjunctival tissue changes related to sun exposure. See your Ophthalmologist for evaluation and recommendations.

Inside or outside ey: The symptoms may be a problem on the outside of the eye rather the inside of the eye.  It may be tendons on the muscles the turn the eye from side to side. I can't say for sure but this can be evaluated by your ophthalmologist as a start.

Sounds like:  a sub-conjunctival bleed (tiny vessel in the lining surrounding the eye) ...and is NOT associated with any diseases. (Sometimes seen with episode of harsh coughing)

5 hours ago my 10mo old son spilled a homemade bottle of bubbles(water and dawn) in his eye.  we flushed it and wiped it for about an hour.  its still?

Soap in eye: Keep rinsing the eye with plain water, should resolve ,  but if the redness persisted or there exessive  tearing see your pediatrician.  Good luck

Tiny bubbles: If bubbles are on white part of eye (the clear white covering called the conjunctiva) usually due to allergy or cysts. If on inner lid, due to clogged meibomian gland. Send a photos if you can. More info: eyedoc2020@blogspot.com
It does not sound like Bitot spots which are due  Vit A deficiency.

i recently moved to cold country.

Exam needed: A physician or ophthalmologist would have to examine you in order to make a diagnosis and advise you. If the lesion is on the white of the eye it may be a benign growth called a pterygium but an examination is needed to make a definite diagnosis.
