Small trauma: An IV needle inserted through your skin and into your vein was trauma to your body. No way around it, expected, appropriate trauma. The vein may even have a small amount of blood clot or "inflammatory" response as a result of the catheter having been there for hours or days. With time, the bruise and tenderness will resolve, just like most trauma does. Patience + warm washcloth soaks may help.

: Blood in the skin and subcutaneous tissues causes bruising that changes color and can take two weeks to resolve. The IV puncture seals over 48 hours but if bacteria gained entry, infection will cause redness, swelling, fever, pus formation, and increasing pain.  Wet warm compresses, twice a day will help. If no infection the tenderness and redness will decrease daily and will be gone in a week.

Small bleed in skin: After the catheter is taken out of the vein a little blood will leak out of the puncture hole. That's why pressure is put over the site for a minute. There isn't any problem.

Could be normal : Usually it's normal to have some bruising, tenderness and a little lump. But if the bruising starts getting larger, the bump starts to swell or the area has puss or turns red go see your dr.

Phlebitis: Should put heat pack on this and take a non steroidal anti inflammatory unless contraindicated.  As long as this is getting better you are ok, but if it gets worse or you develop fever, or chills or pain extending further up your arm it is time to see someone.
