Pigmentary changes: Difficult to say without seeing. Commonly brown discoloration can occur over the skin after  inflammation has subsided and healing is occuring in areas of previous rashes. This phenomenon is known as post-inflammatory hyperpigmentation (pih).  On lower legs this can occur after developing chronic stasis dermatitis. Pih usually improves with time.

Hemosiderin...: Sometimes the blood slows down as it begins it's flow back up the leg. This slowing can cause fluid to leak from the veins and stain the skin light brown. If concerned, have the patency of you leg veins checked. Then again, it could always be sun exposure, but I doubt it.

Stasis dermatitis: This could be small drops f blood in skin. This can come from varicose veins. If however they are of recent onset they could represent a condition called vasculitis which is an allergic reaction to a drug, or possible underlying infection. Either way see a doctor for evaluation. It is difficult to remove the color of changes from varicose veins.

Could be anything: A red patch could be anything.  The presence or absence of itch is not a helpful characteristic.  Since it is new, and persistant yould should see your doctor to get it looked at, as well as look for other areas where it may be present so it can be properly chategorized.

Dermatologist helps: A primary care doctor can check to see what the patch might be. If needed, a dermatologist can help also. If there is something causing the spot (such as sports equipment), the cause can be removed. Sometimes, dry sensitive eczema patches look like reddish, slightly flaky areas. Also, tinea "ringworm" is a fungal skin infection that can look this way (the doctor can decide) and need an antifungal.

Mole: This may be from a mole which can be flat.  Keep an eye on it.  If it keeps on growing and gets uglier looking, consult a dermatologist even though melanoma is not common among Asians.

No increased risk: Mongolian spots are common, dark skin patches present since birth that are in no way a medical risk.  These spots are purely cosmetic, and there is no treatment for them.  Some Mongolian spots with fade with age without intervention.
