X-ray: If it is not in pieces sticking out of the skin, the primary way to know is x-ray. Pain/swelling/bruising around the site can be suggestive and the mechanics of the injury can also lead to suspicion, but without an x-ray it is speculation.

Seek attention: Draining pus, a non healing bone and a moving plate are signs of an infected nonunion. If this s the case it must be treated. Range of treatments include plate removal placement of antibiotics. Replating of bone.

Nonunion: Nonunions can be very problematic.  If you have tried vitamin d and calcium supplements as well as a bone stimulator and your fracture shows little signs of healing, then bone graft may be your option.  Studies have suggested that prp or bone marrow aspirate may also be of benefit.

Humerus pain: No idea based on your description.  What part of your upper arm is it. If close to your shoulder it may be your neck, rotator cuff, ac joint. If distal near the elbow if may be from you neck, nerve from your neck, your elbow, or the bone itself.  Could you provide more information like, exact location, how long it's been there, what makes it worse, better, ever had before, numbness or tingling?

sports injury: shoulder sling recommendation for student living in the city. on saturday morning i dislocated my shoulder and sustained a hairline fracture on the top ball of my humerous bone. my doctor is recommending that i fully immobilize my right arm

First, : First, i think you should find a nearby orthopaedic surgeon who can monitor and care for you locally.  The fracture, as you describe, may have been a "hairline" fracture when you were first seen, but could become a displaced fracture with time and/or use of he shoulder.  That is probably why a sling and immobilization was recommended.  To limit swelling in the hand, move your fingers frequently and make a fist or squeeze a soft ball or ball of socks throughout the day.
Follow-up x-rays are important to help determine that the fracture remains "in place".  You can expect that stretching and physical therapy will be advised when the fracture is "stable", or unlikely to displace.  The injury you sustained can lead to ongoing problems, even if it is cared for appropriately.  To minimize this risk, find a trusted local orthopaedic surgeon, preferably one that cares for shoulders and/or sports injuries, and follow their advice as this is a common injury.  If you let their office know you have a fracture, many orthopaedic surgeons will make efforts to get you a quick access appointment.  Though it has been 20 days since your post, it is not too late to make sure it is healing in good position. Good luck!

See an orthopedist: This needs evaluation both clinically and by imaging studies to determine what the cause of the pain is.  You may have scarring, infection, other.  Go and get seen and managed. Good luck.

Balanced diet: A balanced diet will promote your overall health. Make sure you have a calcium intake of 1000 mg day through food or supplements. Supplemental vitamin d (up to 2000 iu/day)  may help if you like many have low vitamin d. Discuss with a dietitian to get personalized recommendations.  Depending on how fracture happened you may want to consider asking your doctor about getting a bone  density test.
