Depends: Best is to see a doctor to evalute and treat.
There are no big arteries on top of hand. So the broken vessel is a vein. If the skin is not broken or cut, then you need to take antibiotic Cipro (ciprofloxacin) Floxin 500 mg twice daily for two weeks. 
If the skin is broken, clean the wound with water, apply Bacitracin ointment and clean dressing. Chang dressing every other day till the wound closes. Also take cipr.

May need drainage.: What describe sounds like something called a hematoma or trapped blood under the skin especially if the cause was secondary to trauma.  Usually this would be raised with surrounding blue or yellow-green skin.  If you have had for 3 weeks, this may require drainage or evacuation under local anesthesia.  You should see a general or hand surgeon.

Injury: If the ruptured capillary or vein was caused by an injury, it is not advisable to stress the area at this time. However if the rupture was mild,spontaneous and not caused by injury,you should be able to perform your gymnastics providing there is no associated swelling. Of course if you're experiencing multiple spontaneous capillary or vein ruptures over your body,you will need evaluation by an MD.

Not a bruise: if it comes and goes. Must be reversible blood flow issue. Most commonly it is RAYNAUD"S PHENOMENA from variation in blood flow often due to cold exposure.

Broken blood vessel?: Patients with dry eyes and allergies can rub their eyes and experience recurrent broken blood vessels from the physical trauma of rubbing the eyes.  In some patients it can be due to elevated inr (too much coumadin) or excessive use of Aspirin or ibuprofen.  Treating the dry eye or allergies can reduce this.  If you have easy bruising or bleeding, check with your primary care doctor.
