Breast tender: For breast tenderness could easily be a result of your birth control pills. It usually will go away on its own after some time. Always ask yourself if it's possible that you are pregnant. A good over-the-counter remedy is evening primrose oil.

Intertrigo: It is probably skin irritation or intertribal. Try a cortisone cream or a combination of cortisone and an antifungals  twice a day

Breast evaluation: Breast size changes are typically related to weight fluctuations or hormonal changes. If you are postmenopausal then hormonal changes should not be an issue. You will need to see a breast specialist for an evaluation to determine what is going on

Normal: It is normal for a 9 year old girl to develop breasts at this time. Normal age of menstruation can be anywhere from age 8-16, and breast development typically starts about 2 years before menstruation. She does not need any medication to interrupt her normal puberty changes. This is a good time for you to talk to your daughter about bodily changes with puberty.

Breast pain: A common cause of breast pain is caffeine. Cut back slowly to. Stopping too fast can cause headaches.

: Freckles by definition are varying shades of brown. Your skin spots are red. Most red sopts(often called Cherry Angiomas) are benign and remain unchanged over years.
I would advise you to take a picture or two for your records and watch( 1-2 of these lesions over a year or longer to see if they change in size or color.
I do not think you have any cause for worry.

If you are : Overweight, wt loss may help.  If tender than birth control pills may help discomfort.  There aren't many good solutions outside of surgical reduction, thus the procedure is frequently done.  Try weight loss first and see, if that applies.  Good luck.

You cant: Unfortunately there is no food or medication, either prescribed or natural that can increase your breast size safely.  They will likely increase with pregnancy and breastfeeding, but surgical breast augmentation is the only safe way to enhance your breast volume.
