Eczema or ringworm?: Dry and itchy spot is probably eczema. You could try 1% Hydrocortisone cream otc for a week. If that does not help then an topical antifungal for 2 weeks could help with ring worm. If neither don't work then a trip to your doctor id warrented.

More info: Too many possibilities to diagnose without doing an exam and knowing more.  See a  doctor.  Most likely it is something benign and self-limited

Breast rash:  Would also consider funga/bacterial infection. Try bacitracin in AM monostat in PM. , Rarely it can can a type of  cancer Pagets disease of breast.Would  follow up with dermatology for biopsy. Note this disease is usually in women over 50 so it is very unlikely in a 25 year old but you don't want to  miss anything. F/U with  dermatology

Rash under breasts: Skin fold areas, where skin is pressed against skin, is prone to heat and sweat rashes. These areas include the upper inner thighs, under arms, and  skin under the breasts, especially women with large breasts,  you should dry the skin there by using witch hazel, several times a day, and allow the area to dry by fanning. Get Hydrocortisone cream 1% and rub a tiny bit once or twice a day.

Reply: Take care of hygiene, proper hand washing, cleaning your breasts with wipes after feeds and use lanolin cream to prevent cracks on nipples. But it could be local fungal infection as well, if symptoms don't improve consult your gyn.

Tinea versicolor: Sounds like tinea versicolor, caused by a yeast that is on everyone but causes this type of rash in a few people. It may or may not be itchy. Anti-fungal creams can clear it. Oral anti-fungals are sometimes used if affected areas are extensive.
