Take notice: A little blood in your mucus which is related to allergies is not too unusual. However, this is something you should watch. It might indicate that there are other problems, such as a lesion in your nose, polyps, or a developing sinus infection. if you continue to notice this, you should see an ENT doctor.

See a doctor: It sounds like you have seen doctors.  How you can be sure you do not have an allergy is beyond me.  Suggest that you try nasal saline rinses twice a day with a neti-pot (see your pharmacist), and perhaps combine that with a nasal steroid spray.  If you are a smoker or around second hand smoke, stop.  The material you bring up needs to be examined, and you need a face to face with a caring doctor.

moved into new house and allergies are awful. get asthmatic when in bedrooms for a long time. on allergy med and shots. cough up flem and taste blood.

Get it cleaned: Previous owners may have pets or there may be dust or other allergens there that are triggering your symptoms.  Get the carpets and drapes steam cleaned and see if that helps.

Amount/duration: The source of the bleeding may be the nasal passages, since the infection and inflammation make the nose prone to minor bleeding. If the blood seems to be from the bronchi or airway, similarly this may be a result of minor vessel bleeding. If the amount is more than minor or is associated with shortness of breath, please see the emergency department.  Gentle nasal saline rinses may be helpful.

Blood in phlegm: The most common origin of blood in phlegm is the nasal cavity including the sinuses.Dry, chaffed mucous membranes can bleed and this drips down the back of the throat and comes up with the phlegm.It can also come from bleeding gums or other sources in the mouth.Infrequently, it might arise from the stomach or lungs. If it persists, increases in frequency, duration or severity have it checked out.

Yes, having some: Streaking with blood can occur. Vomiting up significant amounts of blood would  not be normal.

Follow up/more info: You should see your physician if you have sputum with blood. If it is more than a scant amount, the Emergency room can evaluate. 
I would suggest a TB test and a close exam of your nose. Sometimes nasal bleeding can result in blood tinged phlegm.

This can occur with: Tonsillitis. For significant sore throat with swollen tonsils / lymph nodes –  see physician ; get a strep throat test / culture.
