Family DNA: Arteries become blocked with arteriosclerosis, and it tends to run in the family, and diet/lifestyle contributes to the progression.  Veins become blocked with blood clots, and heredity can make one more prone to development of blood clots.  Venous clots occur in the deep and superficial veins, and the former type requires anticoagulation.  Prolonged travel, surgery are risk factors for clots.

No.: Development of a clot of what was once called the long saphenous vein may cause discomfort, tenderness to touch, redness, or warmth over the length of the vein itself -- something called thrombophlebitis. This is a local issue, self-limited, and should not lead to discomfort in the other leg or the hips. If the clot extends near its junction with the deep veins, it may lead to a DVT.

Probably not...but..: Spontaneous rupture of a vessel here and there in the body does happen to some people like subconjunctival hemorrhage, cva from bleeding congenital av fistula/malformation, etc. Clinically, it doesn't matter because some degree of venous tortuosity here and there is common in many parts of body; the more and more frequently the tortuous veins are, the older we become.
