Probably: I assume you mean a raised bump that looks red and is not tender or bleeding. If this is not growing or changing and blanches with pressure it may be a vascular angioma. On the other hand if changing, bleeding, ulcerated or with a white discharge it should be evaluated and considered for biopsy.

Sore throat: Most throat infections are viral harmless and resolve on their own  Viral infections tend to ulcer as shown in this pic.  Strep infections need to b treated to prevent heart and kidney damage.  These infections generally cause pain when u swallow and are associated with headaches and upset stomach. Note fever is not a reliable symptom. If u have the strep symptoms u need to see a doc.

Mono: Could also be mono (epstein barr virus). For his age and the way you describe it hand, foot and mouth would be the most likely. Herpes simplex virus 1 also causes sores in the mouth and fever. The herpes virus sores tend to be more in the front of the mouth, but not always. I am assuming he is vaccinated.

It's a virus: Red blisters or "vesicles" in the back of the throat are usually  a virus. A throat infection is called a "pharyngitis."  Although a herpes virus can cause viral pharyngitis,, so can a host of other viruses.  The symptoms are usually self-limited, but should definitely be considered contagious during the time they are present.  Strep infections often present with white discharge, not blisters.
