Multiple causes: Many things can cause bumps on the skin and lip.  It is easier to tell what it is by looking at it and knowing the characteristic.  Stress and viruses can cause aphthous ulcers that are white and burn/tingle.  Cold sores can burst and hurt/tingle and appear white at the bottom of the bottom/ulcer.  Infection with pus can appear white and hurt as well.  See a doctor.

Lip bump: A lump on the lip may be a cold sore. There are other possibilities, it should be seen by a doctor.

Edema: It's possible but not recommended to "pop" a blister or pimple.  It is not generally recommended to squeeze acne.  The pressure can actually cause the infection to go deeper, leading to an abscess or scarring.  If it's a blister you should leave the covering skin intact to help prevent infection.  If it's a viral infection (like herpes), opening the blister may cause spreading of the infection.

Cold sore: If the "bump" is a cold sore which is an HSV infection, topical abreva will accelerate resolution it will not prevent vesicular formation of cure the condition. Follow the directions on Abreva application and keep the lesion protected from dryness and trauma. If the lesion persists after one week or worsens, see your dermatologist.

Could be a cold sore: The rash could be a cold sore/fever blister, which is due to a herpes virus. If it is tingly and painful then that is a probability. You could also have a reaction to something that touched your skin there. Contact dermatitis can cause a rash and is due to an allergic reaction to something. Lastly, it could be a bacterial infection. If it does not seem to be resolving then have someone examine it.

Herpetic lesion: Herpes viral infection likely. Over the  counter preparations helpful as well as prescription meds but none will resolve in 24 hours.
