Turkey gobbler: Surgery is often the best/only way to really improve this deformity. Depending on your exam findings, age, skin quality, etc this may be improved by laser liposuction, platysmaplasty with fat excision, neck lift or sometimes a combination of these procedures. Only way to know is to be evaluated by a plastic surgeon.

Turkey Neck: Laxity of the skin under the neck is common.  For mild laxity radiofrequency skin tightening can help. The next step up would be liposuction if there is any significant fat.  Certainly a lower face/neck lift with or without liposuction and tightening of the neck muscles is the most dramatic and long lasting.  Check with a Board Certified Plastic Surgeon to see what options are best for you.

Neck : Neck skin over-tightening isn't a common problem after neck lift surgery. There will be a certainly level of tisue relaxation once the neck swelling calms down afer surgery so it may feel a bit tighter initially after surgery.

You can discuss your concern about having a sensation of neck tightness after neck lift surgery with your surgeon. He or she will be able to discuss this in more depth after examining your neck in person.

Resection: You certainly can excise redundant skin from peno-scrotal webbing.  This is more of a cosmetic improvement that any significant functional improvement.  This also visually can make the penis appear longer.  Short of surgical removal I don't know of any other way to address this issue.

Sagging muscle edges: This usually refers to the central edges of the platysma muscles, very thin muscles in the neck just below the skin surface that basically have no function. You can tense these by showing your bottom front teeth. With aging, the muscles stretch and relax and their inner borders become prominent, appearing as two parallel lines at the front of the neck. There are many operative approaches to this.

In : In some cases neck liposuction can help tighten the neck skin. This works best in ounger patients with good skin elasticity, though. Your surgeon should be able to assess your neck and tell you what your options are.
