Wrong Dx?: The most likely explanation is that you have something other than scabies. See a dermatologist and get a skin scraping.  The other possibilities are that you're getting reinfected: by a bed partner who isn't being treated or by not washing recently used clothes or bed sheets.

Needs to see doctor: Since your lesions are in the middle of the chest, shingles is unlikely since it involves only one side of the body.  Keloid is not painful and thus you need to consult a dermatologist to find out what your problem is.
