Aerobic, arm/depends: There are 2 separate questions here, both great! exercise is recommended for lung patients, with an emphasis on aerobic conditioning but also upper body weight training--which helps when short of breath. For fibrosis, chances of "removal" or cure depends on the cause. If no cause is known, less chance for resolution. See a pulmonologist (lung specialist) for evaluation.

: Regular exercise is a good health practice for  everyone, condition or not. Prevention of asthma events requires you have a written plan you work out with your doc that includes the preventive/ surveillance/and acute management of events. This plan would include what steps you follow to add/delete various medications during the predictable variation in weekly symptoms.

Bullous : Bullous lung disease is a result of emphysema of the lungs. Emphysema destroys the small air sacs that are at the very end of the airways. As they get destroyed, they coalesce and form larger air sacs that do not function well. In some people with emphysema, these large aggregations lead to very large pockets of air called blebs or bullae. Unfortunately, these bullae can get so large, they can trap air and put pressure on the relatively normal lung tissue impairing the ability for the relatively normal lung tissue to function. Sometimes surgical removal of the bullae relieves pressure on the normal lung tissue allowing it to function better and get oxygen into the body and carbon dioxide out of the body. The surgeon will determine whether lung reduction surgery is needed and is safe.

Depends: It is good that you are exercising vigorously. Indoors or outdoors may not matter much. If one site has more polluted air, it would be better to avoid that site. Not knowing about the ambient air pollution and indoor air quality where you live, it is not feasible to make a recommendation.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine.

Chest: Pushup. Without a doubt the cheapest most effective exercise for the pectoralis muscles.  Plan on doing multiple sets of many reps.  Doesn't take any special equipment. Can do anywhere you have a floor or solid surface and gravity.

: You should see a doctor, probably a cardiologist, to evaluate you prior to vigorous exercise. Chest pain with an elevated blood pressure needs to be evaluated to be certain the chest pain is not coming from your heart. No: While dumbbell exercises can be very beneficial, they can also put stress on joints if not done properly. It sounds like you are putting stress on the shoulder joint and this should be avoided. Push ups are good exercises to tone the chest but can be modified to your level. If you are not sure how to do exercise the right way, seek out a personal trainer or physical therapist.
