Yes: Benadryl (diphenhydramine) and Ibuprofen (advil/motrin) are fine to give together. Very different medications.  Some Benadryl products  come with the Diphenhydramine and Ibuprofen already combined, so make sure you don't have one of those products and end up double dosing the ibuprofen.  Always read the "active ingredient" label on your over-the-counter medications.

Contact dermatitis?: Itchy rash on hips thighs and genital area suggest the diagnosis of contact allergy. The contact for that area could be a detergent in the intimate apparel. Usually local application of cortisone cream makes a better choice. Double rinsing of the clothes once with and once without detergent may help to reduce the reaction. You may see your doctor to rule out any other cause.
