No idea: This white count is not really elevated. The elevated segs suggest a bacterial infection. Have the doctor give you more information. Cannot tell what is the infection from your hx.

Depends: As a generality bacterial infections elevate the total WBC and shift the differential count to the neutrophilic series.  Viral infections often are not accompanied by large increases in the wbcs and the differential shifts to the right with lymphocytes and monocytes.   Unfortunately, depending upon the specific infective agent, and the stage and severity of illness, this cannot be predicted.

You make more: White blood cells (WBCs) are the soldiers in your bloodstream who fight infections for you. Suppose you have a bacterial infection. One thing your WBCs do is start killing bacteria. At the same time, they also send signals for your bone marrow to make more WBCs. It is this "calling for more troops" that causes you to make more WBCs which makes your WBC count go up.

Even though: There are lots of WBC they are not helathy, and cannot be relied on to fight off infection.  The patient must follow precautions to decrease risk.

Urine exposure: This doesn't sound pleasant - drinking someone else's urine. However, it shouldn't be a 'real risk' for HIV/AIDS. That comes from having sex with an infected person or shooting drugs. Unless you have more to the story, I don't think you would have contracted HIV from this incident. Also, it seems extremely unlike you got an infection from the urine either. Talk to an ID doc for more answers.

Mono?: Would also consider a different diagnosis of infectious mononucleosis given the enlarged lymph nodes and continued sore throat, fatigue and elevated white blood cells.. But check with your physician to see if this was not already performed.

Yes: Depending where the bacterial infection originates and if allowed to go unchecked --> it can spread to the local tissue, into the blood and even into the bone. 
You should get a physician evaluate your infection if you are concerned.

Not now: If you have an acute infection, you should not donate blood until the infection is completely resolved.
