Back : Back problems are not usually aggravated by breathing.  They are not usually limited to shoulder blade and chest.  I recommend being checked out by your primary care doctor. Good luck!

Vitiligo: Vitiligo -white patches of pigment loss from the skin-occurs with too much tanning. She should stop, stay out of the Sun as much as possible, use SPF 30 or higher Sun screen, and see a Dermatologist.

i have been having a lot of popping in my back especially when i lay down. now i keep having tiny pops in my neck and an odd feeling that isn't strong enough to really describe in my head. is this just my anxiety overanalyzing normal pops in my neck?

: While crackling noises from ligaments in the neck are common, they are puzzling if you hear them in the scalp or skull especially when you are not moving your head. Tinnitus is rather common. For full evaluation of these symptoms I would consult both an otolaryngologist and neurologist.

Unlikely...: If your only symptom is "back cracking", then it is unlikely that the cause is cancer, especially if you have no personal history of cancer.  Pain, unexplained weight loss, fatigue, and other symptoms in association with back problems would be more concerning.  If you are worried about cancer and/or back trouble, please see a  primary care doc and give all of your symptoms.  Hope that this helps.

Not on your own: If you are popping your back on your own, most likely it is not being done in a safe manner. You should see chiropractic doctor who can do it in a safe manner. There is always the chance of friction injury on the cartilage between bones whenever you pop a joint. I would recommend stretching and muscles strengthening.
